Safari 11.1.2 For El Capitan

For some reason my Safari has stopped working and I cannot figure out what is missing or needs to be cleaned out or fixed to get it working again.

I restored a system via Time Machine to 10.10.4. All was working well after the restore. I then upgraded to El Capitan Beta 1. Safari broke. I applied all of the beta updates 2 through 5 and none fixed this issue. When I visit any website, I get an error that Safari failed to load the site and Crash Reported pops up with the following information. In the past I might have downloaded a 'Combined' OS X update, installed it, and it would have re-installed everything over top of what was already there and in the process possily fixed or installed a missing item.

Since we cannot do that any longer, I'm at a loss as to how to fix this. I opened a case in Bug Reporter.
